We are excited to welcome two new staff members to our team!
Patricia Bowen, J.D., (she/her) is our new Housing Attorney serving Kirkland. As part of ELAP’s Housing Stability Program, Patricia will provide free legal services to residents of Kirkland who face eviction or other challenges that affect their ability to stay housed. Our housing attorneys help people navigate the legal system so that they can stay in their home or secure new housing. The city of Kirkland provides funding support for this program.
Patricia was most recently a staff attorney with Skagit Legal Aid, working with housing clients. She earned her law degree from the University of Washington where she participated in numerous volunteer activities. Patricia also served as a Rule 9 – Licensed Legal Extern for ELAP from 2019-2020. We’re excited to have her back on the ELAP team!
Jasmin Washington, MPH, (she/her) is ELAP’s new Legal Navigator. Jasmin will lead our Project Safety Program, supporting victims of crime who have experienced domestic violence or sexual assault. She will serve as a liaison to connect recent victims of crime with legal aid providers and social service agencies that can help them stabilize their lives and prevent being further victimized. Jasmin will work out of the King County Courthouse in Seattle in partnership with the King County Prosecuting Attorney’s Office.
Jasmin worked previously as a Violence Prevention Specialist in New Orleans. She has a master’s in public health from Tulane University and received her bachelor’s degree from Central Washington University, where she won several awards and served as student body president. She is the author of the book Surviving Guilty: What are you willing to do to survive?
